The Village of Briarcliff Manor names kitchen renovations directly on its list of work requiring a building permit, alongside bathrooms, basements, roofs, decks and patios.
A kitchen usually pulls more than one. The Building & Engineering Department issues electrical and plumbing permits separately. Moving a sink, adding a dishwasher circuit or relocating a range touches both trades, so plan on all three. Interior painting, floor refinishing, carpet installation and indoor window treatments are exempt. Refinishing the oak in the dining room needs no paperwork; cutting the kitchen wall behind it does.
The department sits at 1111 Pleasantville Road and answers at 914-944-2770. Its hours matter for inspection scheduling: Monday through Friday, 8:30 am to 4:30 pm most of the year, but Monday through Thursday, 8 am to 4:30 pm from Memorial Day to Labor Day, with a noon close on Friday. A summer rough-in either beats that Friday cutoff or waits for Monday. The village publishes its permit guidance and forms.
What the local housing stock does to a kitchen plan
The median Briarcliff Manor home was built around 1968. Roughly 13 percent predate 1940, and about four in ten went up between the 1940s and the 1960s. Kitchens from that period were closed, single-purpose rooms beside a separate dining room. Opening that wall is a structural question before it is a design one. - The Tree Streets, on the Mount Pleasant side, went up mainly in the 1930s. Compact plans, real plaster, and stairs too narrow for an assembled island top.
- The Crossroads is 84 units of veteran housing finished in 1952. Footprints are tight, so gains come from cabinet layout and appliance sizing rather than removing walls.
- Scarborough, along the Hudson, was settled before the Revolution. Its historic district covers 376 acres and joined the National Register in 1984.
- The Village Center on Pleasantville Road holds the Whitson House from the 1770s and the Century Homestead from around 1767.
Condominium kitchens near Scarborough
Kemeys Cove dates to 1974 and Scarborough Manor is a 1960s condominium complex, both on the village’s western side. Your board approves the scope before the village sees it, and board rules set work hours, elevator use and debris removal. Shared waste and vent stacks limit how far a sink can travel. The village permit still applies on top of board approval, not instead of it.
When the kitchen changes the outside of the house
An interior kitchen stays an interior job. Push the back wall out, widen the window over the sink, or add an exterior door, and the village’s Architectural Review Advisory Committee may take a look. It reviews exterior design, appearance, lighting and landscaping, and generally meets the Monday following the Planning Board submission deadline, by Zoom at 11:00 am. Build that date into your schedule early.

Land here climbs from under 100 feet near the Hudson to 533 feet at the village’s high point. Some driveways end in a turn too tight for a full-size delivery truck, so we check access before ordering cabinets or a stone slab. The ground is rock: dolomite, granite, gneiss and mica schist, plus glacial boulders, which matters for footings under a bump-out.
